On February 14, 2025, the Functional Equivalency Committee, the Board of Bar Examiners, and the Board of Governors of the State Bar of Nevada filed a petition  in ADKT 0599 to amend Supreme Court Rule (SCR) 51.5 and SCR, Addendum 2, relating to functional equivalency certification. This petition is filed in response to the court’s order of December 8, 2022, denying ADKT 0599, and the court’s instruction to reconsider the proposed amendments in light of written comments submitted to the court.

The board now seeks certain amendments to Rule 51.5 and Addendum 2. Specifically, the revisions set forth in the petition create a fourth basis for seeking a waiver of S.C. R. 51 (I)( c) for those petitioners who received an LL.M. from an ABA-accredited law school and provide long overdue clarifications to the rules regarding Functional Equivalency.

A public hearing will be conducted on the report on March 5, 2025, at 1 p.m. in the Nevada Supreme Court Courtroom in Carson City. The hearing will be videoconferenced to the courtroom in Las Vegas.
